Do you approve the following
amendments to the Constitution of the Revelle College Council?
UCSD Revelle College Council Constitution Revised February 1999,
May 2001, April 2002, November 2003, November 2005, January
2007

e. Immediate
Past Chair Pros
- Director of Enterprise and their Enterprise committee is
needed for the operation of current enterprises and creation of
new enterprises. At this point, Council has little continuity over
the years and ideas are lost. By having functional enterprises RCC
can also maximize student fees.
- Director of Council Programming and their Programming
committee is needed for the growing number of Council events,
including the annual Revelle College Festival and Welcome Week
activities as well as quarterly barbecues and dances.
- Two Freshman Class Representatives are needed on Council since
RCC currently only has one voting freshman. All other Council
positions are filled with upperclassmen elected in Spring. This
additional freshman representative would also allow for more
quarterly projects catered towards the Revelle Freshman community.
The large freshman community can be better represented on Council
with two secured freshman votes and voices.
- The Revelle Emerging Leaders Program is currently an
all-campus organization open to students from all six colleges.
Currently, all Council ex-officios come directly from Revelle
organizations specifically for Revelle students, not all campus
organizations. Since RCC funds the ELP operating budget and annual
event, their ex-officio presence also complicates funding
decisions. There are plenty of other opportunities for ELP members
to attain leadership experience besides RCC.
- The Immediate Past Chair does not truly qualify as an
ex-officio as currently defined in Council bylaws. This position
would usually only serve for 5 weeks, not an entire term. In any
case, the adviser and Council Chairperson serve as resources for
transitioning members, not the Immediate Past Chair.
Cons
- Currently there is only one Council enterprise; an additional
voting position is not needed when existing council members
maintain the enterprise themselves.
- The creation of a Director of Programming may hinder the
relationship between Council and other Revelle programming
entities.
- By having two voting freshman representatives there would be
an unequal voting representation in terms of class since there is
currently only one vote per class. Moreover, it is unclear what
this additional freshman representative would do on Council since
the existing freshman representative would fulfill their duties.
There are alternative ways to incorporate more freshmen on Council
by creating other non-voting positions.
- Losing two ELP ex-officios undermines the traditional
relationship between RCC and ELP. ELP members serve on RCC
organizations by program requirement and value their experience on
RCC. Finally, this would also restrict student government
experience for ELP members who may run for RCC positions in the
future.
- In times where past experience is necessary, having an
Immediate Past Chair ex-officio guarantees a solid transition for
the next College Council.
